By your definitions (and it is not commonplace that in the UK we'd refer to a billion as anything other than 1,000,000,000) that would be (at today's exchange rate) 1949.52 times richer, which would be 194852% richer.

Of course, the English billionaire also has culture so is immeasurably richer [and a sense of humour for all those who are about to flame me :-].

compare the daily value of the pound vs dollar. the real wealth will vary based on the variations of those two values. a simple number is $1.40 us equals ps 1.0. it doesn't vary enough daily to recalculate all the time, but as an average, this works well over time.
