That's a tough one, have you tried it? If so, you'll see that it will not really affect your quality of work, but it can affect your mood, usually it makes you more passive. The only time it will make you aggressive, is if you are not under it's influence. Express your concern, but do not mention his personal habits. Just say it is a conflict of personality, and ask him his feelings in the matter. Then try to come to a conclusion. Do not blame his habits, do not direct blame in any way. If he gets argumentative, say it's not you, it's us. That should make him take what you're saying to heart, if he still argues, try to buy him out with a bank loan or something, use your imagination if it goes that far.

First thing when you get into a partner ship you should really make sure you get along with the person. Now that you found out you can not "run the ship" you want to tell on him which might get him arrested.
Is he not legal to have this? Do you know him that well to be asking him personal questions such as this?
I sure hope your next partner knows what kind of person you are....

Buy him out if you can. You must end this relationship before it gets worse. Sometimes you don't find out about someone until you go into a venture like yours. I'd also like to say, that I don't want to take sides in this situation, because I have not heard your partners side of the story. But if you feel that you clash, you should end the business relation ship.
Just one man's opinion, we all have one.

First off.. You knew this getting into the venture so I wouldn't suggest turning him in. If he is small time he will probably pay a fine end up on probation and you will not gain the business from this.
Secondly.. You can either buy him out of the business or he can buy you out and you can start over. This is basically your only option in the matter.

Ask him to sell his share to you, or be a silent partner. If he refuses, you could bring a suit to have the partnership dissolved, but someone smoking a little bud is way insufficient to get a court order, I think

I think that you should try and smoke a joint with him so you can truely understand what it's all about, you will never know about his addiction unless you dive in and try it out for yourself.
have a 420 session. share. become aligned spiritually.
Mabey you two will get closer and closer with time. Remember that marijuanna is a life style. It would be unfortunate if you were so stuck up in your beliefs that you wouldn't want to be apart of his life in some sort of way. I don't think you should turn him in, i think you should support him and ask him one day if you can join him. and remember to hold the smoke in your lungs for the full effect.

Offer to buy out his share of the business. If you rat him out the cops may shut the barbershop down.

i really think that you should lighten up.
if business is great, what is the problem? when you took a partner on, you knew that you weren't the same......yeah. and now that you are partners you want to dictate how he lives? how dare you!
and NOW you've gone a step further to air your laundry out in public to strangers who ....what?.......can give you good advice. hell they're apt to get you killed. if you were to put this guy away or bully the business away from him, how long do you think it would be before he got pissed off. did it ever occur to you that this guy, in his present state is being nice to you? now just imagine if he decided not to be nice to you. just look at him. now, what do you think he's capable of?
