There really aren't any yet. There's ReactOS, but it's not nearly complete yet and I don't know if they have DX9 support planned or not. This is the next closest thing:

It's not open source and they claim they have the support of Microsoft, but that sounds a little flaky. It's basically just a hacked version of Windows 2000.

No and for a simple reason: Direct X 9 is proprietary. You have to have a windows license to use Direct X. There are emulators like Cedega(http://www.transgaming.com/index.php?module=ContentExpress&func=display&ceid=2&meid=-1) which can play Direct X Games on GNU/Linux however if you are looking for free as in beer solutions you probably won't have much luck. If you can program and know a lot about Direct X you might want to consider helping the WINE project or donating money. The wine project can be found at http://www.winehq.org

Every flavour of Linux releases in 2007 can do this, but to reduce ur confusion u can opt for SuSe Linux 2007, Mandriva 2007, RedHat or Fedora's Latest version.
If this is not helping u. Download Cedega s/w and install it in ur X os. This s/w provides API's for games to run just like DirectX.

direct x9 is used only in win and that games can't be played on other os. there may different version of that to do so
