I believe only the French minions are organized -- try looking up Unione Minione. But they are pretty rough b*stards, so I'd be careful. The other true minions are already employed, and the penalties for hiring them away from their current employers can be pretty steep. I think you'll have to go the old-fashioned way for the best minions -- kidnap them at a young age, and bring them up in the proper ways of your household. Alas, in this day and age, the authorities don't look kindly on these training methods.
I think what you need are some good lackeys. The care and training is infinitely easier, and the law is much more flexible. On the minus side, they will be trying to overturn you every minute, so keep on your toes. Good luck!

I find that the best quality minions congregate at dock-side watering holes. These minions-to-be usually work the docks, since that sort of employment allows for a certain amount of anonymity. Also, the intense labor and poor diet lends to goons who are big and easily controlled.
If you don't have luck at your local docks, try Detroit.
