By definition, a "sketch" is a piece of art that is unfinished. Generally a sketch does not contain a lot of detail, and the information contained in it may be used to create a completed work at a later time. Sketches can also be rendered using paint.
A pencil drawing that is complete in itself is not a sketch, but a drawing.
They are both considered art.

Arguably anything is art. so thats not really a very good question to ask. As an artist i judge my art on market value. A lot of times i like someting i've done, and not to many other people do. BUt that doesn't mean its not art, or its not good. There is always going to be someone who "absolutely loves what you've done". that was the sensative answer...now here is the real answer
Thought and time don't mean squat, sorry. I've seen some stuff in museums that looks like it took all of 20 min to make. Its all about how well your compostion uses the elements of design. Proximity, Space, similarity, direction, repetition, emphasis, closure, and figure ground reversal are pretty much all of them. There are also the Gestalt Principals which are based off of psychology. On top of that when drawing say a still life, there are things such as perspective, shadows, reflection and many other things i've still yet to learn. drawing is a life long learing process.
and don't use #2 pencils, you can't get much contrast
if you want to make something good go to an art supply store and invest in some charcoal, vine charcoal is good stuff get soft and medium and then some compressed charcoal. a kneaded eraser is also a must for charcoal drawings, avoid charcoal pencils till you learn how to use the vine first. they are hard and offer only darker shades (the harder the charcoal the darker the line)
If you haven't quite hit all of these marks, don't worry. Most people never do, only the people who are willing to take thier mistakes, learn something from them, and try doing it again master these things i have told you. When it comes to drawing practice doesn't make perfect...but it'll keep moving you closer.

By all means, a sketch can be considered art--mostly because "art" depends on the viewer (or listener, or reader, or ...) rather than on the process of creating art.
I could spend hours and hours painting with the most beautiful paints and the best brushes in the world; but nothing will change the fact that I don't know how to paint. On the other hand, da Vinci apparently (see link) tossed off masterpieces during his spare minutes.

Yes, even when you write your name is consider to be a art form, there are all kinds of art forms, look around you and what do you see? Your monitor is a form of art, someone created it, designed it, even that chair you are sitting on is consider to be an art form as well as different styles of sketches, paintings, and so on.
Toddlers are encourage to part take in art from finger painting to scribbling on a chalk board and that is also consider to be art.
So what ever medium you used, what ever kind of canvas you used it is consider to be art, there are abstract, cartoons, still life and the list can go on.

Yup! The amount of time or thought spent creating something has no impact on whether it's considered art or not. Sketches are certainly art. To be considered art it has to be well composed and use the space well as far as positive and negative space.

If people can stack garbage and call it art, a sketch can most definitely be art.
