The first and most obvious choice would be consulting a physician, but if you want something a little cheaper, there are a few suggestions to consider:
1. Try masturbating with a high moisturizing lotion on a regular basis. I'm not sure of your husband's routine, but he could be using a lubricant that dries his skin, or if he is uncircumsized, he may be drying out the skin by tugging on the foreskin so much.
2. Be careful of the soap he uses to wash his penis in the shower. Some soaps dry and irritate the skin, so washing the area with the same soap day after day can make his penis very uncomfortable.
3. Switch underwear. If your husband wears boxers, or no underwear at all, the ventilation may be drying out his skin. I suggest switching to briefs, a jockstrap, or at least boxer breifs. The tight underwear will cause more moisture to build, and the skin will stay saturated. I know some men find tighter underwear restricting, but I would rather be restricted than have a dry penis.
4. Get a humidifier for the rooms he spends most of his time in. The humidifier will put moisture back into the air, and if he walks around with his genitals exposed, they may absorb some of the moisture.
Seriously, the doctor is the only one who can accurately diagnose and solve the problem. I know it is uncomfortable for some people to show thier genitals to another person but it is necessary in order to solve the problem.

You need to lube it with your tongue. It might not cure dry skin, but it feels a lot better.

call a doc and talk to him/her about it, just to see if it is serious or not.... if it is, then sit your hubby down and have an encouraging talk with him. hope this helps
