In other words, are you currently temporarily fired? Could your current ex-employer call you back suddenly to continue working?

It is asking if you have been laid off from a job.
if you have not, just say no!
If you were, you would know it.
They want to know that they are going to hire you and when your real job calls you back that you wont leave them and take it.
THis happened recently at FORD motor company. They had to layoff a few thousand employees because the cars were not moving as fast as they anticipated.
Later when sales picked up, they were called back to work.
Again,
just answer no
It is obvious that this is NOT your situation

it means did you work somewhere else and get "let go" but not fired and did not quit.
usually lay-offs occur at a company that has unions and they normally pay you a percentage of your former pay.

if you don't know the answer is probably "no"

It is saying were you let go from your former job (for any reason) and could potentially be asked to come back.
