a hell of scary clown called Pennywise that stalks on the fear of his childhood victims and an interesting twist at the end. Classic Stephen King material. By the way, did I mention SK is a genius? I recommend reading the book first and watching the movie afterwords. Tim Curry does a hell of a job capturing the character of "Pennywise."

the mini series was good. i havent read the book. the basic plot is a group of kids were terrorized by an entity that took the form of an evil clown. as adults, they retuned to the hometown, the evil clown was back. they have to face their fears and deal with it.
the end of the miniseries was a bit disapointing, but overall it was good, pretty scary, if you like that type of thing. if you liked Storm of the Century or Rose Red, you will like IT. IT was better in my opinion.

That would depend on your taste.
I would rate it at about a 7 out of a possible 10.
I still enjoy watching the Shining. It is amusing to my sadistically humorous side.
