For most smaller cities in Oregon you don't need a contractor's license, but you do have to submit plans to the city hall, get approval for all of the water permits, electrical services, etc. Then you have to comply with all of the permits and inspections as required by the city or county (if the home is not in city limits).

People in Southern Oregon build their own homes all the time. But it's best to have someone who knows the ropes and legal aspects to assist, or you'll end up redoing a lot.
