if you burn a video file than burn it to a dvd as a dvd ( so a dvd player can read it) or a cd ( so a cd player can play it, not like a mp3 cd) than you can't transmit a virus. but if you use the data cd option than yes you might. video files themselves don't transmit viruses, one exception being WMV. WMVs can pop-up windows to bad websites or say they are downloading a codec from a bad website. AVI, MPG, MPEG, MOV etc. don't have a way to do more than just play (as of today). Scan everything and keep in mind that some Viruses can hide on the bootable part of a disk, so you would get infected as soon as you put the disk in.

Very possible, any cd/dvd can have viruses burnt onto them.Don't forget a virus is just a piece of code just like any other piece of code so to speak except it is created to be malicious,

Of course think of it this way you are writing a paper at school you save it to your disk to work on it later at home but the computer you save it on had a virus, and you stick that disk in your computer at home, then your computer at home will have it too
