That conditions are so bad that a fear of harm would be a reasonable conclusion if people were forced to go to class and/or the professors were not in sufficient numbers would be able to make it to school in order to teach classes.

Snow so deep that people can't walk without stumbling and plows can't clear walks in time for classes. A good ice storm is the equivalent also. Alternatively if the central HVAC plant goes down and there is no heat in the buildings that is a closer.
