You need to make it abundantly clear that it's over. If you're replying at all, even just to repeatedly tell them to leave you alone, that's sometimes enough to keep them at it. So, tell them just once that this it and you do not want to hear from them again, mention getting a restraining order if it doesn't stop, and then you give them no more replies. If they still keep it up, follow through and file a complaint with the police. It's good to have a paper trail in these things.

Stop replying to they're messages, don't answer the phone. Stop all contact and don't go back on it. If you stop talking to someone and let them in again you are sending the wrong message. Put your phone on silent when you sleep or even turn it off so you are not temted to reply or answer.

If you are willing, just seriously tell them to stop then do everything above.

Call the cops and have busted for harassment and/or get a restraining order from the court. If he calls or texts after that he gets picked up and hauled before a judge for violating a court order. Then it's contemp of court, the judge decides he long he's locked up.

Just turn off your phone. If that is not an option due to work or an elderly parent possibly needing help, change your phone.

A no contact order comes to mind. Change the number , yes but sometimes you need more protection than that.
If there are children involved, you will need a Family lawyer.
