In general, you earn a graduate certificate by being admitted to a University or college graduate program. This means you have graduated (Earned a B.A./B.S.). The course work is graduate level, but certificates require fewer hours (most around 18 or so....5-6 classes) and no thesis or dissertation as a master's or doctorate degree would.
