I recently purchased a digital Honeywell thermostat. The Heat system works fine, but the cooling system does not work. I connected wiring as it came out in the instruction manual. I used a voltimeter to make sure there was nothing wrong with the system itself. Does that mean the thermostat is defective?

Does the thermostat support air-conditioning? If it does, and the wiring is right, then the stat is bad. It does happen.

I would check the board on you're furnace to make sure the wires down below match what what you're doing on the thermostat. If you only have a single stage cooling system the wires should match the colors r= red w=white g=green y= yellow or the blue wire. My guess is you need a jumper between rh and rc if you have those on that stat.

Most likely something is wired wrong, don't take for granted the g is green and w is white and so on it's not necesarily color coded. Also did you buy the right tstat for your system. Some are heat only, heat and cool, or heat pump or isolated heat and cool. Check the box.

Check to make sure the jumper wire between Rc and Rh is installed on the sub base.

This could be but, I would double check all the wires and make sure I had them in there proper places.
