In the begining of the song, "Rubber Band Man" a woman begins with lyrics that sound like "Dave and Batter." She repeats this and fades out. Sounds like, "Dave and Batter, Dave and Batter, etc." What the heck is she saying and what does it mean?

The same phrase is also said in a different way on Jibbs album.

It is driving me crazy. What the heck is it?

She's saying "David Banner", he produced the instrumental for the track. Check this link out and scroll down to where it says "production credits", you'll see that he produced rubber band man and that mr jibbs track, along with others.
