The car that is already in the traffic circle has the right of way over cars that are getting ready to enter the circle. It is as if all the incoming roads had YIELD signs on them.

I know, this is going to sound pretty dumb, but...

If there are signs posted at the entrances to the circle, these will let you know who has to yield. Otherwise, there is NO rule on the books in New Jersey giving right-of-way to anyone in a traffic circle. The general rule of thumb is to yield to anyone already in the circle (otherwise, you can gridlock the circle), but this is not law, so don't just expect someone to yield to you. This is why so many drivers (usually in oversized SUVs) just push their way in and don't get ticketed for it.

I live in Ohio and we have always yeilded the right of way to the vehicle on the right.....Dave.....
