dont listen to any of these people i m sorry, but there all idiots.
If you have a $6000 welder, are a certified welder and have a couple grand to spend on metal. Titanium would be ideal.

however in the real world you have two options, based on your experience:
1. steel would be the most practicle, its the easiest to weld, and by far the least expensive. It would be the heavier option, but for unless your looking into building something high performance it will suit your needs. its what i recomend you go with.
2. aluminum would be the other option, its more expensive but it is lighter with very little sacrifice in strength. If this is your first time welding make sure you have some extra to practice on, aluminum is extremely difficult to weld.

other options metals like tungsten, mangnesium, brass, stainless steel, arent appropriate for this type of application, and would require specialized tools. Fiberglass could be used to make a body, but its no wear near strong enough to be the frame. Remember you can only use one metal, because you cannot weld two different metals together.

If you can weld aluminium, this would be the way to go. Don't use titanium, as it is too brittle, and will crack. Remember, on a go-kart, the chassis is the suspension. It has to have some give in it, or it will be undrivable. racing go-karts have a fairly flexible chassis, and use frame stiffeners (metal braces that can be bolted to the frame to stiffen it) to adjust the handling. Otherwise, stick to steel - parts that bend are always better than parts that crack and break. Just plan the frame out beforehand, to avoid any unnecessary metal.

Titanium if you can afford it. Otherwise, fiberglass is good, lighter even, but not as strong.
