What about shy or doubtful fan? Maybe just curious, who knows?

depends on the age. If it's a young person they are just in the process of growing up, they like what they see in you, they want to emulate you (do what you do because you get results), they might even stare, but, they are learning from you.

A stalker eventually will make contact and make a pest of themselves as well, even to the point of threats. This person doesn't sound like a stalker. How do you get rid of them...either you change circles, eventually change schools, they get busy themselves, etc. Time takes care of it.

I think legally a 'stalker' has to make contact of some kind, be it verbal, written, etc.
If all they're doing is keeping tabs on you, then they might be a PI.
