A degree in govt & politics would be helpful, but not required. Then studying & becoming very well informed about the issues that are of greatest concern to small business owners. You might check out the website for the NFIB ( National Federation of Independent Businessowners) as a good place to see what the hot issues are right now.

Then it's a matter of finding clients who will pay you to go & lobby the state or federal legislature on their behalf.
