The computer running slow has nothing to do with the internet connection speed. This might be something related to memory, amount of programs you have running on the background (processes), CPU and such. However, if you are talking about the computer running slow only when you are online, then there is something wrong with the internet connection.
basically, If the computer is running slow when you have the internet connection or the browser closed, then you have hardware or software problems (such as spyware or something running on your system). If it only happens when you are online, then it could still be spyware, but it could also be your internet connection.

you probably have low processor speed, low RAM, low disk space, older motherboard, loaded history/cookies folders, or any combination of the above.
