I belive that the "limited" part would be the fresh water on earth. Only 3% of all water is fresh and two thirds of the fresh water is contained in the polar ice caps and glaciers. With 6 billion people on earth, and many golf courses, lawns and swimming pools...fresh water is a very valuable resource.

True much of the world is covered by water...however this is not fresh water. The useable amount of fresh water that is fit for human consumption amounts to about .03% of the world's water...these are fresh water lakes and streams mostly. 97% of the freshwater on earth is locked up in glaciers and 3% is underground. There are companies that are even now converting salt water to fresh water however it is a very very time consuming and energy consuming process. Hence, it is very very expensive to trun brine into fresh water.

Like everyone else has stated fresh water is limited. Salt water is not good to drink and is not cost efficient to convert to drinking water. Fresh water supplies all over the world are limited (usage is nearing the ability to replenish it) not to mention that the "vast" fresh water supply locked up in the polar regions is slowly melting into the oceans.

Water source means clean drinkable fresh water distributed to where ever people need it. It does not have anything to do with polluted water or the salty content of the oceans along the coasts.

71 percent of the WORLD. The whole world isn't covered in freshwater. Most are of oceans: salty water and BAD for you.
