75 is decreased to 60 22 is increased to 30

divide the intiial number by the difference (absolute value)between the two:
75-60=15
15/75=.2
20% decrease
22-30=-8 (remove the -)
8/22=.36(repeating)
36% increase

75 to 60 is a 20% drop
22 to 30 is a 26.666% increase
