Paul Jewell is a fair person, a good professional. It pains me to see 3rd world-type refereeing in the controversial Arsenal-Wigan game (i am not a supporter of either side). Wigan should have gotten some kind of fairness instead of being abused by Phil Dowd. I feel the FA should be more pro-active and not wait for either side to lodge a complaint. Your view please...

Actually, the FA does have a system that takes action on bad referees. However, they just don't air it out publicly.

Imagine if you were the ref. of a FA game, and you were publicly blamed. Think of the repercussion of your private live given the passion that exist in English (and some other Countries). I've heard that some refs. were shot or they're house terrorized.

The FA watches the game tapes and reads the feedback forms that is filled out by both coaches, and an independent official. In fact, Dowd wasn't the regularly scheduled ref, cause that ref. was being reviewed for a prior match that resulted in a brawl.

Refs. are also human and learn from their mistakes. Refs. studies tapes of their previous matches and notes about his bad positioning, players tendencies, and other points that can improve his refereeing in the future.

I agree Dowd is a poor referee, and should not ref in the Premier League. The FA do evaluate the refs and so do the clubs' managers but don't forget he didn't just rob Wigan. Arsenal had a good goal disallowed for offside. Heskey didn't get a penalty because he dived. If he'd have stayed on his feet he may have set up or score but took the easy way out. Arsenal's Lehmann should not have been booked when the officials let Wigan's goalkeeper waste time all game. Both teams were hit by poor decisions. All in all a great game was spoiled by Dowd. The overall quality of refereeing in the Premier League has been declining for years.

The FA won't take any action against Dowd because they are a bunch of old fools and do not have the interests of the game at heart, just their own. .

One thing you'll never change is the fact that the referees are all just humans and bound to make mistakes
I think it's long overdue that Fifa,UEFA,FA or whoever looks into video refereeing, the technology is there to enable an extra official to watch a tele with replays to comment on the important decisions ( offside calls, ball over the line calls, Penalties and sending off ), this won't take more than 10-15 seconds, and how many times does this really happen in a match ? Three times in the Arsenal ( 2 offside decisions to make and one penalty decision ), that amounts to about 45secs, maybe a 1minute tops. Heck, Kirkland wasted that much with 2 of his goal kicks

In fact, there is a Referees' Association where all the referees are referred to. The Association will view all the performances of the referees and hold bi-monthly meetings with the referees to review their performances. Referees can be promoted, demoted or even suspended pending on their performances. The main complains from managers are often channeled to the FA because the Referees' Association is "reporting" to the FA. The FA will refer their cases to the Referees' Association, who will review them.
