Eh. I would have to say yes. Because everyone knows him and he clearly stands for one thing to everyone which is safety.
It's true you don't hear about him unless your at a national park. But when was the last time you were there and heard someone who wasn't born, or moved to the united states yesterday ask "who's Smokey the Bear?" Never because everyone knows him and what he stands for.
I would have to say that makes him a national icon.
