That is an old favorite saying of Marine DI's. It means some one who doesn't know what they're doing or implies one is hopelessly stupid. It really isn't someone's given name. It's just like calling someone a dumb bunny, or a dumb blonde. If he wants to call himself stupid....well, maybe he knows what he's talking about. Just as you use Polly Wolly Doda when the song is actually Polly Wolly Doodle.

It probably wasnt really their name. This -is- the internet afterall... we can be who ever we want to be on the magical internet! But ive herd of people with names like Harry Balls. :P
