not enough sanitizer...People should shower before hopping in a hot tub. The foam could be one of many things such body oil, dead skin, soap, pH issues. Usually it is a combination of all of the above. Sea Klear sells a natural anti-foaming agent made out of crushed crab shells and it seems to work well. Contact your local pool and spa shop and they will be able to lead you in the right direction. Or you could check out halogen pool supplies on line. Usually when it gets to that point it would be easier just to drain it.

Lotions, and body oil will do it. You can by liquid defoamer at hot tub store, you can also float a block of absorbant material in the tub, It is the same material that they use to soak up oil spills.
You can get it at the same store, but Defoamer is good
