I need help with a cartoon involving TR?

Ok i have to do this long assinment for my ap history hw, and i am not asking you to do it for me, but can someone explain this cartoon to me b.c i ave the slightest clue what it is about!

Teddy made a famous speech in which he said that the U.S. should "speak softly but carry a big stick." He meant that the US could and should use force in other countries to preserve US interests. The cartoon is showing him as a policeman with his "big stick"-- a police baton or nightstick--straddling a country and beating the other leaders into line. Possibly it's a Latin American country or the Dominican Republic-- I can't see it well enough to tell.
