The logic is something like that: why would you open lottery centers everywhere and then advertise everwhere to make people gamble and then creating a toll free phone number where you can get help on how to stop gamble when you have nothing left?

A few generations ago governments realized they could rake in more money by preying on defenceless people. They started the so-called "sin" taxes on alcohol, tobacco and gasoline. Governments started nailing people addicted to booze, cigarettes and driving.

When governments stopped taxing big businesses and started leaning heavier on you and me, those sin taxes became vital. The politicians quickly spotted another possible sin tax -- gambling -- and started picking on yet another human addiction.

But politicians are people; they want you to like them. So the politicians ease their guilt by offering minimal help to the really gonzo addicts they're leaning on.

I don't know much about Canada, but "government logic" is an oxymoron everywhere.

wow that's such a dumb question.

the reason is some people get carried away; they can't control themselves. But most just play for fun and in their limit.
