okay, I'm almost positive it's a queen with tape over her mouth, possibly with the saying, "long live the queen" above of below it. is it true? if not what is the symbol for it, and WHERE IS A PICTURE OF IT?

I think its a yellow and black spotted butterfly.

Monarchy is simply a form of government much like a republic or a dictatorship. All governments have a seal or a symbol they use to represent themselves. I would have thought that the symbol for a monarchy is the crown. Also the motto or phrase "Long live the (King or Queen)" is mostly a British origination.
