Not sure if this will help in your situation but a neighbor down the street has a water fountain going 24/7 in his huge pond in the winter to keep it from totally freezing up so the geese/wildlife have access to water. It doesn't stop the whole pond from freezing over but it does successfully keep a 20' circle around it from freezing up.

Get one of those round cookie tins and place a light bulb inside and put the water dispenser on top. Place all of it on some bricks, to keep it away from the litter and wood floor. Make sure the chickens can't tip it over or get to the cord.

Keeping the water moving is a key plan. Can you put a heater like for horse tanks in there to keep it open.

those are good ideas but you have to make sure the water is flowing fast enough or it will still freeze on top. I would go with the wheel

About the only thing I can think of for this problem is running a waterline to the barn...Or at least nearby and insulate the faucet so it want freeze...

I've heard that there are water heaters for water troughs for the outdoors so the water won't freeze. Maybe look into those.

Introduce ducks into the water. Where there are birds, there is always a patch of melted ice, except in -extremely- cold winters.

i have the SAME PROBLEM but i would say keep the water flowing because one day we couldnt even get on the WATER well! it sucked!
