I have only this question for social studies and i can't find it in the book. its on my review sheet as: what gives Congress the power to pass laws needed to carry out its other powers? AND I GOT THE ANSWER YESTERDAY FROM MY TEACHER AND IT ISN'T THE flippin constitution people!

The U.S.Constitution is both their authorization and their limitation. All of the U.S. Congress's powers are detailed in Article 1 (with an important clarification in Amendment 10), but you can read the whole constitution, with all its amendments (most of which are only ONE SENTENCE long), in less than a half-hour. Please do this...do it for all of us.
But what makes your question interesting is a follow-up question that you'd have asked if you had actually read the constitution:
If Congress breaks the law that empowers and limits it (and congress has very badly flouted the constitution), then are they any longer authorized to write laws?
In other words, can a criminal organization write laws and expect you to obey? Can just anybody write laws?
Answer: Yes, if they have all the guns.

The People of the United States.
The US consistution Artical I, Secton 8 specifies the powers of congress to pass laws, but the power itself stems the people of the United States, who in ratifying the constitution vested that power in congress.
Since that time, the citizens of the US have continued to vest such power in the congress by continuing to follow the constituion.
Abraham Lincoln, perhaps, put it best" the United States goverment is "of the people, by the people, for the people".
That was a radical idea 200 years ago, and people sometimes forget what that means. All the power of the US goverment comes from the PEOPLE. Not the constitution, not the miltary, not congress, not a church, not a king, not courts, not states, and not the president. The power comes the PEOPLE.
