What's the best way to keep heat in / keep cold out? The storm panels are closed, and I'm just looking for something temporary I can use just for the cold months. Some rooms have radiator fin under them, some don't.

You can cover the windows with thick, transperent plastic (avail. at craft stores). Make sure the edges are sealed off so the cold air can't come through.

Taping a sheet of visqueen over the inside of the window frame will help, but won't be pretty. I'm assuming you have single-pane glass? If you don't need the light from the windows, you can also stuff rags, newspapers, styrofoam, etc into the void between the glass and the plastic. Again, it's not pretty, but it should be effective.

I think a lot of people have used plastic sheets over the windows. This adds a layer of static air between the outside air and the window surface. Plus the plastic is cheap, but labor intensive.

tape towels around the edges of the windows to insulate them a bit
