I can't believe everyone missed what he really meant ....
What your friend meant was that he copied a DVD movie onto a CD.
Using the Xvid or DivX Avi format this is possible because a full length DVD movie can be compressed to 700MB & thus fit on a CD.
NOT that he put a blank DVD into a CD writer & managed to wrote on it. That is impossible.

Your friend may have a combination drive but just doesn't realize it. You should check his drive by clicking, "Start, Control Panel, System, Hardware, Device Manager, DVD/CD-ROM drives." If you see anything about a DVD+R, DVD+RW, DVD+-RW, etc., he has a DVD burner but just didn't know it.
That's the first thing to check, but there's another more likely answer. Your friend might have one drive that reads DVDs and another that burns CDs. In that case, he might have burned the DVD content in a non-DVD format such as the popular VCD format. It's pretty common to put one DVD onto two CDs using VCD format, though there's probably some program that could put it onto one CD by further reducing the quality of the picture.
It's probably one of those two answers, but there's one more possibility. Your friend could either be pulling your leg or just starting to go crazy. Have you seen that episode of Campus Ladies where the fat lady is dating a retarded guy (the small gay guy from Will & Grace) and her blonde friend asks him questions to try to prove that he's retarded, but the fat lady thinks his answers are clever rather than nonsensical? Well, you could ask him some questions like that. I can't remember right off what they were, but you could catch the episode and ask your friend the same questions 'cuz it's got to be one of those three possibilities, my friend.

Not directly, no. There is a difference in compression and writing technology.
You can, however, burn mpg movies to a CDR in a VCD format- this can be played by most newer DVD players. When the disc loads, it shows you the "tracks" or different videos on that disc. You do not get the same functions of a DVD though; for instance, you can't go from scene to scene, unless you just forward through the track/video.

A brand new DVD burner costs $35 here in Canada. Your friend is an idiot. You are correct. A CD burner cannot burn a DVD. One that can is called a "DVD burner". They aren't expensive. What's the problem?
