Mew, snorlax, chansy, feebas etc. are found only rarely. so is there a way for them to show up fast?

I have been walking and walking till the stirring wind came. no rare pokemon yet. so i need a way for those rare pokemon like mew, chansy, snorlax etc to show up fast.

I know were they are ex: mew in 36-99 floors in buried relic when we carry the music box, chansy in 50 and 60 floor of joyous tower etc. but they are not showing up no matter how much i walk or run.

No just sit around with Huge Apples and once your belly goes down eat one stay near a stair case and once it says "Somethings Stirring" go to the next level and Wait around again... Chansy's just plane Hard! Mucho HP!
You can't have them just show up Fast... Do you need the info on where each of these Pokemon are and how to catch them if so please list all of the ones you currently are wanting and I will list out how to get them and where to get them if any info is useful because I have the Nintendo Guide to the Blue and Red so in there no place does it say how to make them "Show up" faster!
This is true I have some times not seen them at all... but I have gone through Buried Relic 19+ times before I was able to see it again after the first encounter... and then on my Pokemon Blue there was one time where I saw it 7 times on different floors going through it is all computer generated so I can't tell you when and how to make them PoP up faster...
How do you get to those higher levels in Dungeons you start out at level 1 the highest I have ever gone was up to 31... :(
Can you help me with this problem?
