Where is Dr. Joshua Perper from?

(That's the coroner who gave the press conference on Anna Nicole Smith's autopsy). I can't place his accent.

Why couldn't someone who speaks fluent English give that press conference. This guy was hard to understand.

Dr. Joshua A. Perper
He came to Allegheny County via Romania, where he was born, and Israel, where he earned medical and law degrees from Hebrew University in Jerusalem. And yes i agree he was very hard to understand.
