No, but it is a patriotic duty. However, human nature being what it is, it has to be made attractive and that is expensive so the draft was opted for in the past. There has been talk mostly among Democrats of reinstating the draft because the current volunteer military is thought to be too expensive and the monies are wanted for other programs. The Clinton Admin. started a volunteer, non-military form of community service but it never really has caught on indicating that --- it's not attractive enough. If one actually follows the US Constitution (now a quaint idea), very little of what is mandatory is actually legal.

Actually, Charlie Rangel brought this up I believe, he's a Democrat. But he was doing this to make a point that if the republicans are going to advocate preemptive war, they better not be poosies because they won't be able to refuse to fight.

Yes .....Community Service should be mandatory for President Bush. He should do his community service in Iraq. Cleaning up the dead bodies.
