Five months ago I got pulled over for an out headlight.
The address on my insurance was different from my driver's license. They said that I was required to change my address. They had me sign some paper that said, something, i don't remember what. Then they started asking me if I had any drugs in the car, and one of them started looking all around it. Then they asked if they could search. I refused, and they said to go sit down. A few minutes later they handed me a what looked like a ticket, and said I could go. When I looked at the paper every field was blank. I didn't know if what it was I tried to ask the officers, but they were driving away.
I just moved, and that paper did not come with. It's been five months. Today I went to get the mail and found a letter from the city. I thought it was jury duty, but when I opened it the city says I have two warrants for my arrest, and I owe them almost $500.
If the paper was blank what was I supposed to do? What do I do now?

first of all for them to search your car they HAVE to have reasonable something to make it worth searching.
second. no offense man if a cop handed me a blank ticket I'd be like what the hell is this for, and demand answers. they CANNOT give you a ticket without explaining it.
I don't believe you. they would ONLY pull you over and ask if you know your headlight is out and tell you to get it fixed and let you go. UNLESS you gave them reason to think there was drugs in your car....so maybe you need to tell the whole story....
A cop CANNOT give you a ticket without explaining- sorry but true. my brother is a cop so I know. they have to tell you for what, when the amount is due etc etc etc.

I'm not an lawyer so take my advice with that in mind.
Get a lawyer. This is serious. At least have a consult with an attorney. It may be free or may only cost $50-$100. If you are convicted of a traffic offense, the cost of your car insurance will most likely increase and will follow you for a long time. This is where having an attorney can help. Your lawyer should be able to broker you a deal (I presume you are guilty of something - if you aren't, only more of a reason to have an attorney) that perhaps won't affect your car insurance cost.
If you can't afford an attorney, you can ask the court to appoint a public defender for you. That decision is up to the Judge.
But definitely contact the Court and find out if you have a court date and BE SURE TO SHOW UP. You can explain your situation to the Court. Make sure the Court has your proper address.
But get an attorney, if you were charged with murder, you wouldn't go to court without an attorney, why now?

They probably gave you a fix it ticket which requires you to prove you fixed the problem within a certain time frame. When you didn't do that you would have been required to go to court and prove you fixed it or explain to the judge why you didn't. When you failed to appear they put out a warrant for your arrest.
You may be able to get the judge to lower the fines, but I wouldn't expect it. Just because your copy of the ticket was blank or unreadable doesn't mean that you shouldn't have followed up with the police agency who issued it. Using the my "ticket was blank but I don't have it as proof" defense will more than likely get you little sympathy from the judge.
What you do now is deal with it.

incredibly? What are uk officers saying? "Israel's ambassador to London, Ron Prosor, conferred with officers interior the British Ministry of Justice who informed him that they have got been blind to any criminal criticism or arrest warrant against the former distant places minister." And Livni? "Livni's place of work mentioned in a assertion following the report that her visual attraction on the London journey replace into canceled 2 weeks in the past via a scheduling conflict." Who added this subject up, then? "opposition chief Tzipi Livni on Monday canceled her participation in a Jewish function in London, after a warrant for her arrest replace into issued over section in final wintry climate's Israel's Gaza offensive, Arab-language media have stated. " ok, first, there's a time discrepancy between the Arab source and Livni's place of work on while she cancelled her participation. 2nd, what place did Livni incredibly have interior the operation? ultimately, the source is Al-Quds Al-Arabi, which i think of would have the chutzpah to print considered one of those slanderous tale. no person else claims that Livni has a warrant against her. I basically wish Haaretz did a greater efficient job of highlighting Al-Quds Al-Arabi's idiotic claims.

You were suppose to follow up when you got the "ticket". You just assumed that nothing would happen because it was "blank".
Well now you more than likely have a warrant for failure to appear and no telling what else.

It sounds to me like you need a lawyer. The cops filled out a warrent for you to show up in court and failing to show caused a bench warrent to be issued by the judge. It was probably then listed in the local news paper and the date you were to show again and again you missed. another bench warrent and the fine going along with it. Call a laywer now or go to jail...

Contact the correct clerk from that district. She will inform you of what you need to do. You missed a court date and the judge issued a bench warrant. Don't worry, SWAT isn't going to bust down your door! but you should remedy the situation ASAP.

Contact that law enforcement agency and give them the story. You may need a lawyer to clear things up, so be prepared to find one.
Good luck!
