Technical colleges. They normally aren't concerned with GPA's that much. If you wanted a degree in something not offered in tech schools, just go there and get your generals...but be sure to get a 3.2 or higher in all your classes! And THEN transfer to a 4 year. Many people who already have a high GPA still go to technical colleges for their generals because it's much cheaper than 4- years. Anyways- good luck! I would go to a Community College for two years and work on getting an A.A. degree or other two-year degree before going on to a four-year school. While this will take you a little longer, community college is less expensive and will help you raise your grade point average while taking some basic general education courses you will need to take at the four-year college/university level. How much math, science, and English have you had in high school? Maybe take classes to brush up on these skills. Learn some computer programming skills.
I believe the biggest mistake far too many people make is believing that they have to go right from high school to a four-year college or university. Go into a two-year program, at the very least you will develop a marketable skill or trade. You will also prepare yourself for more in depth study at the four-year level.

You could apply to some CSU's...Cal State Fullerton...Cal State Longbeach...they are alright schools. You could also do what I'm doing and go to a community college for two years and then transferring to another school.

I'm sure you can get into a community college. Then after two yrs you can transfer to any university.
