Depends on what the law says in that location. Most of Europe you could with or without a mastectomy. Most laws regarding topless sunbathing are actually about behavior likely to cause a breach of the peace and then it would be up to a judge. Others refer to indecency and that is equally vague. I have never heard of a law which makes exposing breasts illegal in strictly those terms.

Depends on what the rules were on that particular beach for EVERYONE. Why do you single out breast cancer patients? Why not fat, pasty, stinky, middle-age men with bad teeth, bad breath and bad comb-overs?
