For example: it a company operates in CA and is called BLG Talent, LLC and another company that provides the same services starts doing business in the same state and is called BLG Models and Talent, LLC

Is that legal? Or does the first business owner in that state have legal priority to operate? Thank you

It is possible to sue for infringement on your name. Everything that is created is "Intellectual Property" and belongs to the business that created it. However you would have to sue and prove that their use of a similar name was an attempt to profit from your name and has damaged you in some way. Just a similar name is not going to stop them from being able to operate, you will only be able to force them to change it.

Possibly. The courts might decide that one or other of you has the right to those initials - do you have them trademarked?

State laws might apply, but this could also be covered under federal trademark laws - so you really need to ask an attorney for a clear answer given all the facts in your case.
