i want to remove the concrete about an inch betwwen the bricks on my planters and then re grout them. what tool is best for removing the cement

I would take an ordinary power saw and equipt it with a masonry blade which costs about $2. then id run a slot down the center of the mortar joint about 1/2 inch deep. Then Id take a regular plastic handle flat screwdrive and a hammer and chip it off With that slot in there the mortar will easily chip away and wont damage the brick.

You mean mortar, which is a mix of sand a Mortar cement (contains lime) and water, unlike Portland cement which is used in concrete and doesnt contain lime.

A chisel or hammer might loosen your bricks too much. Buy a hand held grinder and then get the thick masonary wheels for them. A little dusty yes, but a fast and not too much hassle way to clean mortar joints for re pointing.

The flashing is so important is it is not that expensive. Since you have to replace the bottom boards anyway, invest in new flashing and you won't be kicking yourself later for trying to save a few bucks, if you have problems later on.
