The ancient Egyptians did not have a government. They were ruled by an all-powerful Pharaoh, who was considered a god. Although he had advisors, he made all decisions.
The Romans had an emperor, or caesor, and a senate of influential citizens, who debated all major issues before deciding on them by vote

the Eqyptian was more a dictatorship or monarchy and the Rome was one made up of senators and councils much like the government you see in the USA
