The porcelean is very hard, the hardness of glass. You will need to use a glass polishing compound and a wet rag and rub them out.
You can get glass polishing compound at Glass installation centers that do large commercial glass.
I ordered a tube from JC Whitney in chicago Illinois sold to polish out windshields and ive used in on our Kohler ceramic coated sink about 2 times in 15 years, it still looks new. I know they still sell it for about $8 i saw it in their recent catalog on line on the web.

if the sink is in good condition , use a mild powder cleanser with a soft cloth. you dont want to be using those scratchy pads on your nice porcelin yet

Use a green scrubby pad. Or one of those new Clorox erasers. You don't want to use anything too abrasive because that'll scratch the surface even more.

Try toothpaste on a slightly damp rag
Mr.Clean or other brand "magic eraser" might work also
