Northern Europe refers to places like England, Scotland, and the Netherlands which are pretty cold, kind of like Canada. Central Africa on the other hand, is pretty hot. The basis for their respective climates is based greatly on their proximity to the Equator.

In general you would need lighter clothing in Central Africa than in Europe.

Two points are that if you are in an African area far from the sea or in mountainous terrain it could be colder than you'd think. Secondly in a warm day in Northern Europe very light clothing would be appropriate- in Central Africa you should always ensure your skin is covered up to minimise sweating and keep bugs and ticks off.

Northern Europe because Central Africa is closer to the equator and Northern Europe is closer to the north pole, therefore, it would be colder.

Lighter clothing reflects the sun and therefore would be cooler. Europe is fairly cool so, you might want to store a little heat, darker clothing. Africa tends to be warm, so lighter clothes are common, although some parts are cool so darker clothes again.
