What is the type of art where people/objects are outlined in big bold black lines, and instead of being colored in with a solid color, the people/objects are colored using dots? I dont remember a lot more about it, but it's retro, and I keep thinking of maybe around the time of Dick Tracy or something... I may be wrong on the time frame.

This type of art is created by enlarging a printed image - in this case, a comic strip. The dots are very small when the picture was printed (lithography process) and the dots become separated when enlarged.

This kind of Pop art was popular in the '60's. And I believe you're thinking of Dick Tracy, the comic book detective hero.
