There are a lot of fine restaurants in the Milwaukee area.
Personally, one of my favorites is South Woods on Pennsylvania Ave in Cudahy (by the airport).
Their food is pretty good (I'd give them a solid 7.5 out of 10) and their prices are average. I like it because it is a smaller restaurant that has a small town charm to it.

If you go, I like their French Onion Soup with the baked cheese on top and I would highly recommend it.
Since it is a smaller restaurant, make sure to call for reservations. There is a little bar in there if you have to wait (the bar seems to be constantly packed with chain smokers, just to warn you). It might be me, but their hostess has always seemed grouchy since I started going there. Everyone else was real nice though.
I just like the place as it seems much more relaxed in there than in the fancy restaurants downtown or the chain restaurants that seem to be serving you and pushing you out as fast as possible.

Stay in.
Honestly, the most romantic night I ever had happened at home.
My boyfriend filled up the tub, lit some candles, and put on a sweet song just for me. Then he told me to get in and left the room. About 15 minutes later, he came back with grilled cheese sandwiches.
Do you honestly want to go out and be in a crowded restaurant with dozens of other couples and frustrated waitstaff? In addition, getting reservations this close to Valentines is going to be close to impossible.
My advice, save yourself some stress and time and stay home. Plus, you'll save some cash and have way more one-on-one time with your one-and-only. AND you guys get the opportunity to be as fancy or casual as you'd like without attracting any strange glances.

attempt Sails on Lavender Bay. The eating place has alluring perspectives with nutrition to verify. Mains are around mid $30's however so possibly bypass entree and decide for dessert and a outstanding bottle of wine.

I would go to the Pasta Tree. It's a little place on Farwell. Inside it's quite cozy and I think romantic. It has Italian food of course.
