Shake the bottle to even out and get rid of the "bumps." Use a THIN brush... I use the thinnest "paint" brush I can find at the craft store (longer handle is helpful for keeping the brush steady) and hold it about two inches from the brush. A quick, swift stroke is key here. THEN, keep your lid closed and use the cool air from a hair dryer to dry it so it doesn't cake on the top of your lid. Clean your brush afterwords, so clumps don't add up.

BUT I have upgraded to MAC Liquidline. It's a pasty liquid eyeliner that's easier to use and gives the same effect. Use a slanted, stiff, flat brush. Dip it in the liner "bottle/jar," wipe excess off on the edge of the jar. Then draw like you would with a pencil. I put it on TOP of my eyeshadow. It's gorgeous, doesn't smear & looks great all day long.

Good luck!

Practice makes perfect! Also, you may want to try a gel/cream liner also. MAC and Bobbi Brown have them. It gives the the softness of a pencil, and the precision of a liquid. Some people think it's easier than applying liquid liner. You need a lining brush for it though.

that's probable nonetheless moist, and your eye shape would have something to do with it, to boot (if that's deepset, or whatnot.) basically provide it a minute or with the point to dry thoroughly. once you're definitely specific that your liner is dry and that's nonetheless smudging, that's probable time to alter to a kohl liner. Or a solid gel.
