It would appear that during his time at the hospital, he witnessed various people who were "abusing" their lives. Among them were Amanda, Paul, Zepp, and Dr. Gordon. After failing to commit suicide, he began to appreciate his only life and felt others needed to be tested to prove to themselves if they truly value theirs. Jigsaw tends to spent several months stalking and planning ironic traps to "test" them prior to the actions taken during the films. Some of which can be relayed from Amanda if she were to take observations to find people to be their subjects.

Why do you think it's a movie?? If it's based on a book you'll have to read the book. Otherwise I would say that he is very observant and learns as the game develops.
