I hope this helps, I am trying to remember all.

Japan and the US had increasingly stranged relationships. The Japanese had walked out to fthe League of Nations. They wanted to be a regional power in China. They believed they were a homogeneous, suprior power. They believed they could over come obstacles because unlike the united states, they worked together. They invaded Manchuria, and the rape of Nam King made things worse. They needed supplies so they looked to Grench Indochinga. For sources of robber and oil. The US embargeoed the oil and scrap steel and iron, trying to force Japan out of China. In 1941, there was the Washington Congerence, where the US tried to come to an agreement, but Japanese had different plans. They had no mind to leave China, and if no agreement came within a certain period of time, Japan was going to attack pearl harbor. I am exactly sure of my facts, but pretty sure, you just might to check them. I don't think this is exactly what you wanted, but it gives you at least the character of japan. In 1940 Italy, Germany, and Japan form the ROme Berlin Tokyo Axis

They didn't like the USA in the Philippines. They wanted to use Hawaii as a naval base, and they didn't think we would put up a fight. They saw some army training film that showed our guys practicing with wooden guns. They didn't think we had the stomach for war.

Everyone is correct. Another reason is that they knew that Hitler wanted to take over the world. So they wanted to get on his good side so that he would spare them when (if) he did.
