Depends on your citation style. MLA says preferably underline, italics is ok, too. Check with your instructor on format.

If it's typed, you can underline or italicize, they mean the same thing. But MLA style does seem to prefer underlining. If it's handwritten, you should underline because it can be hard to differentiate italicized handwritten words from regular words.
